When user creates a copy for translation, put it to correct position
relatively to copies of other elements. This is easy.

But I loose links between truly localized elements in this case.

Bug report was about initial creation of element in improper order. It
just was not implemented in TV.

May be. And I need to go through it once and once more. May be I can
figure out how I can solve my use cases using other modes.
