[TYPO3-core] RFC: Templavoila + Core fixes

Hi Bernhard,

as far as I remember Robert saying, there was a misunderstanding that Kasper
thought the localization could be done using tcemain instead of the TV API.

The solution seems to revert this change, I think Robert is going to do that
anyway.

This makes your patch obsolete it seems. Sorry :-(
