[TYPO3-typo3org] Extented documentation status in TER

Hi List,

Two weeks ago i released my first extension to TER and this experience 
has left me with the following suggestions about the information of 
documentation status.

After a upload the documentation status is set to 'Not available' 
because swx files are only processed at night (CET). I suggest that a 
better information would be something like 'documentation generation 
pending', this informs TER users that there exists a manual but it ain't 
processed yet. I know that many users automatically discards extensions 
that have no extensions. If they search for extensions the day where an 
extension is uploaded they got the expression that the extension dosn't 
have documentation. I have actually got several mails from users that 
have downloaded my extension and asked for a manual because there is not 
documentation online.

The next wish is a more descriptive message when the conversion of the 
swx file to docBook is failing. Right now you wait 24 hours to see if 
the fix works.

A last wish is a change log where the upload comments are stored in this 
way other T3 users can get an idea of what is changed.
