Hi Michael!
Hmm... if it is a really good (but feature complete and thus not 
developed for a long time) extension, then user ratings would continue 
to flow in, so a good rating could be maintained.
If, however, the extension is not so good anymore, fewer people will use 
it, thus you would get fewer user ratings => the rating of the extension 
would degrade.

I can think of it as a relation between extension usage and the number 
of incoming user ratings.

Provided my assumptions are correct, this is perhaps not sooo difficult 
to implement [seen from a very abstract, non-programmer view].
