[Typo3-typo3org] Rating of extensions

Hi,
we kinda had a similar idea, except some more things:
1.) Only if the user has a TER/TYPO3.org login he can vote.
2.) The author itself cannot vote for his own extension
3.) "some" peoples voices are calculated differently.
E.g.: if you or Robert say that an extension is good, it
has more value for me, than if someone else says the ext
is good. So maybe it is an idea if those peoples voice are
counted differently. (more points.) At this point I do not
want "full democracy", I just want to see good extensions ;-))
Maybe it also could be an idea, that all points that a programmer
gets thru his EXT, gives him a certain credibility and
so hos voice counts more, ...
4.) I would not have more votes for each extension than
 a.) documentation fits EXT  bad/average/good
 b.) EXT does what it should bad/average/good
 c.) overall vote for this EXT bad/average/good
 And than do it like others do it: bad := -1, average: 0, good := 1
 al multiplied by the factor the voter has, ...
