I must admit that a file browser gives you a simplified view because
it doesn't mix the file list with records, but the List view would at
least group files (like it already does for other record types).

I'm getting tired of this discussion. :)
Did you take a look at Plone? Files are simple records belonging to a
page. The advantage is that if you want to upload a new file, for
example, you can do it directly from the related page. You don't have
to switch between multiple contexts.
With the file browser you have to go to the file browser, find the
right folder, upload your file, and go back to your page.
With records you switch to the list view, upload your file, and go
back to page view.
IOW you don't need to find folders and you don't need to manage a
whole folder tree next to your page tree. But since nobody will
implement it (except if I find the time to do it) it makes no sense to
talk about this any further.

But please everyone rethink the user concept. The permission system
can do *exactly* the same, but it's simpler and it would make TYPO3
more useful for community sites.
Why are you so reluctant to unify it? There is no good reason to keep
the old system. Groups and permissions can do the same (same security,
distinction between clients and admins, ...).
