to be more exact 'Files = File manager.
Typo3 has also just "tools", which are not directly related with web pages
and which doesn't create any specific concept - file is is just for 
limited file browsing
and gives possibility to do regular file operations (upload etc.).
It is just a simple file manager - not specific related with CMS but you 
don't
need to install separate file manager but you can use Typo3's file manager.

there is also t3quixplorer plugin, which is at some respect better file 
manager.
