Hello,

I just uploaded the version.

Thanks to Fabien because of frencht translation and patch because of
allow_url_fopen!

@Fabien: please look at the SafeMode-tets what I added now, and please
send me also the translation for locallang_mod.php (that is just one label).

@Elmar: who can set bypear to obsolute or experimental? I never got an
answer from the ownder Rafael Schaer - so he cannot do it.
