So far only the owner himself can change that or someone with admin access
to TER. 

We need to find a system how to deal with those "orphaned extensions". Maybe
we should wait with this discussion until the new typo3.org crew starts
sucessfully working, so that solutions can be implemented. Will that ever
be?

For now I suggest to positively mark the official ECT extensions. That could
be done by a common icon. Also a unique search string would be
helpful. "ect" alone is not very specific. It's part of

sel"ect", obj"ect", eff"ect", corr"ect" ... to many hits.
