IMO, the management of parties should be separated from users, roles,
and rights. A party is a class on its own, as is a user. A party is not
necessarily a user, but a user is always a party.
For this reason, I would not like to mix the area of users/roles/rights
with the management of parties. It's a related topic, but can (and
should) be handled independently.
I would very much like to see a relationship between users and parties,
and I will put an emphasis on this especially for TYPO3 5.0. But for me,
it's out-of-scope for the Party Information Framework.
