Yes, definitely they should be kept separate. Possibly with whatever add
on technique is decided upon for lib/div.

It would be nice to be able to implement this users/roles/rights add on
by v4.5, but I'm not sure if this would be realistic, or a waste of
time. I guess it depends how dramatically it would have to change for
5.0. Assuming it would be based on lib/div I would hope not much, but
when authentication and authorization is involved ... who knows.
