The requirements you are describing sound a lot like the ones which are 
planned for the Party Information Framework. But it seems like you will 
need something working rather fast, right?

Probably the best way to go for you is to implement the most-urgent 
features using the existing extensions. At the same time, I would like 
to invite you to help with the design of the Party Information Framework 
to make sure it can be used for your scenario(s) as well.

An n:n relationship between parties and addresses is already planned. 
What's not clear yet is how the relationship between tx_party and 
fe_users should be modeled. So as soon as we get to this part, please 
join the discussion.
