I always avoid to use these libraries when the authors do not answer my
emails sent to them. There must be a person behind who will correct
errors and makes additions to the code.

I think it would be best to create wiki pages for all of these
libraries. Then the users can post their experiences with them and give
their wishes.
> * How can we select those which shall become a more official library base?
Make a list of functions which are often needed. Probably there will be
functions which are similar. They should be recoded to have only one
function with many parameters. And a review should be made for each
function before it will be taken into the official library base. Each
change in the code of this library needs a review again.
> * How can we organize this official library base?
This has to be done by a group of developers for this OLB.
