as to resume my global opinion:
having a module for speaking URls inside the core: +1
based on (current) realurl : -1

as realurl has a lot of features which IMHO should be included in the 
core-ext, realurl has a lot of disadvantages, which should not be forced 
into the core.
SW always should be written twice: the first time to get information 
what is neccessary and what the real problems are, in the second run you 
can choose the correct data model and implementation.
I think Dmitry is just at the point where he has gathered a lot of 
information and restarts his realurl. this might be the coming core ext 
if he is willing to share this information and gets support to build 
this new version.

aside from that: realurl has a lot of features, but also I miss 
features: e.g. you can't change the set of characters valid in 
pathsegments.
as good software should be planed: do we have functional specifications?
neccessary features,
nice-to-have-features,
(and in comparison to realurl or coolurl: features never used)
