One of the many rules that do not have anything to do with accessibility.
BTW, what do they do if they need to restructure their pages? Always 
relaunch?

Anyway, most customers do not look at the URL at all and sometimes the 
browsers hide it (e.g. Opera used to hide anything but the domain).
