Over the years I've only once had a project where IDs made it into the 
URL as required by the client (it produced thing like 
http://humortv.vara.nl/pa.346561.gloria-neemt-het-letterlijk-op-stad-funk.html 
).
All other customers would not accept this and only want URLs where all 
parts are not only readable but also understandable for average visitors.

The same page title is perfectly possible as long as the entire path is 
unique. Moving pages around or renaming pages is something that must be 
avoided according to the Dutch accessibility guidelines (mandatory for 
government websites).
