Sure, a vision is something that we or a majority can agree on and can
be focussed. So it's quite obvious that a vision cannot be installed by
a single person - but a single person can come up with ideas that will
be formed and fostered to be such a vision.

This mailing list (or board/group on forum.typo3.org) is exactly the
right place to start that discussion. There's no guarantee that
everything will be accepted but that's part of the discussion and
process then.
