[TYPO3-core] Updated Commit-Msg hook for GIT!

Hi Michi and Markus,
of course, the wiki is not the perfect place. Problem is just that
replacing the built-in hook of Gerrit requires another patch to it (we
currently have to apply two patches and want to get rid of our own builds).
So I'm unsure, what a good place would be. Through the gitweb frontend
is also not so nice, keeping in mind that I hope to replace gitweb with
gitblit at some point (this year).
But yes, we should definitely search for a better place. Sorry for being
lazy and telling Markus and the others to just place it in the wiki.
Ideas? New vhost files.typo3.org?
