[TYPO3-core] Updated Commit-Msg hook for GIT!

Hi Michael,

we talked to the admin team at the codesprint in Linz, where we did the first new version of the hook.
They suggested to use the Wiki.
Steffen knows about the change, I talked to him in skype today.

Currently the Wiki is up to date.
