[TYPO3-core] Updated Commit-Msg hook for GIT!

Hi Markus,

I don't really like to fetch the hook from the Wiki, which is an
untrusted source IMHO.

Please get in touch with admin at typo3.org and ask them to put the hook
onto git.typo3.org so it can be fetched again through scp like it is
still the case for TYPO3 Flow.

Additionally the Wiki should be changed accordingly...
