[TYPO3-core] Updated Commit-Msg hook for GIT!

Dear developers!

Due to a change in Gerrit it is not possible to search with the “tr:” command anymore, if the meta-part of a commit message is separated by empty lines.
The commit message hook always applied an empty line before the Change-Id field, therefore breaking the search.

A new version of the hook, fixing the above search issue, has been released and can be updated as described in the Wiki [1].

I highly encourage everybody to update, since this re-enables the handy search function in Gerrit.
