[TYPO3-core] RFC 17978 -.... 30% performance drop without discussion

just to let you know, from the comments in
https://review.typo3.org/#/c/17978/ I read that the performance of
!!!cached!!! page rendering will/might drop by 30% ... this will be
merged soon from how it looks.

I don't have the time to have a deeper look, but find it scary that this
bypasses the Core-list. So maybe someone else could have a look (or tell
me to shut-up).
