We need a new first step that checks all the server dependencies and 
displays warnings and/or errors.

Like in the upgrade wizards? If at all, I would put that at the and.
Mandatory extensions must be installed automatically.

Maybe we should disable caches for the install tool. Depends on how slow 
this gets.
This could also indicate a bug in the cache code.

IMHO there needs to be a step (after DB) that checks for various settings 
and sets sane defaults (e.g. us mbstring, IM stuff, etc).
