[TYPO3-core] Official information about the upcoming LTS version

The six month release cycle is a good compromise and works well for me.

I personally think the actual version number should be determined around 
feature freeze based on the features which made it in time, the impact, etc.

Furthermore I'm still not convinced that we should have a LTS version at 
all. The only reason so far is that clients like it because they don't 
have to pay for major upgrades for a long time (a.k.a. stability).
If such an LTS version is a wish of the Association members then it 
might be option that they hire someone to maintain it after the normal 
support period. If this is a task for the paid coder which is in the 
budget for next year then that coder could simply take care of all the 
backports of bugfixes and bug reports for that LTS version. This will 
give a bit more room for the core team.
