I think that both could make sense. Maybe there's an image used on two
pages, but one of the pages has just been duplicated from the other one.
In such a case, you wouldn't want an image replacement to affect both pages.

On the other hand, it is very convenient for the other 95% of all use
cases ;-)

If possible, I would do one of this:

a) make it optional while performing the migration
b) share references by default, but make it easy to split them up, e.g.
using a single click to some button near the image.

b) might be a nice feature anyway, don't know if that has been
considered yet.
