[TYPO3-core] Deliver unit tests in the packaged sources?

Current test folder is ~950kB, this is 108kB with gzip. The pending 
patch that deletes the cms/tslib/media folder is 1,4MB in size. The 
final 6.0 package will likely be smaller than 4.7, even with all tests 
included.
