[TYPO3-core] Deliver unit tests in the packaged sources?

Hi Helmut,

I personally never keep tests on a production system.
Hence the packaged tests would further increase the package size without a real benefit.

I suggest to providing an extra download package that only includes the test stuff, so an interested user may add them to his development system.
