[TYPO3-core] Deliver unit tests in the packaged sources?

You don't need them in a production environment - anyhow only people
modifying the Core need them: the core should only ship when with green
tests.

People developing for the core will do that on GIT/SVN: Unit Tests present.

I find it quite handy as it is - even if my TYPO3 Update Script deletes
the tests folder pro forma as it might slip into some package sometime.
