[TYPO3-core] Function to get correct BE rootline in a draft workspace

Hi Benni,

That's exactly what I expected, but unfortunately that doesn't work. Calling the function with the third parameter TRUE only overlays the content with the draft content but it doesn't take move placeholders into account.
As I couldn't find any other function that supported draft moves, I have fixed the behavior of t3lib_BEfunc::BEgetRootLine in my patch: https://review.typo3.org/#/c/13040/

Hey Bart,

I think / suggest that the t3lib_BEfunc::BEgetRootLine should be aware
of workspaces, so this call should always be called with TRUE as the
third parameter.

Does this work for this issue?
