[TYPO3-core] Function to get correct BE rootline in a draft workspace

Hey Bart,

I think / suggest that the t3lib_BEfunc::BEgetRootLine should be aware
of workspaces, so this call should always be called with TRUE as the
third parameter.

Does this work for this issue?
