[TYPO3-core] RFC #14322 : Feature: Include robots noindex meta tag in typo3 backend, especially login page

This is an SVN patch request.

Problem:
TYPO3 should use the tag
<meta name="robots" content="noindex,nofollow" />
on the login page to ask search engines not to index that page.

Search
allintitle: "TYPO3 Login:"
in google to find TYPO3 backend login pages

Solution:
Ad the meta tag in BE

Notes:
- Would be enough to add it only on the login page, but I didn't find an
easy way.
- Different patches for TYPO3 4.2, 4.3 and 4.4
