[TYPO3-core] RFC #13773: Add Hooks in page module in order to hide icons

Hi,
Although I like the behind your request - I just don't like this kind of 
redundancy. You've tons of hooks with the same purpose - `prevent that 
the "Edit" icon is shown`. What I meant was to have a single hook for 
all "Edit" / "Move" / ... icons - instead. You'll find various other 
places with edit icons which aren't covered in your patches so far.

But I'm not sure what the Core-Devs think on that ;)
