[TYPO3-core] RFC: #14844: Milliseconds on logout

Hi,

this is a SVN patch request.

Problem:
The layer which shows the logout in x seconds displays the time in
milliseconds. IMO seconds are really enough

Solution:
use Math.ceil to round the value

How to test:
Log into an installation, remove the session record and wait for the
layer. See the ms. Apply the patch and repeat the test
