[TYPO3-core] RFC #14593: Link wizard tabs have no style

Hi,

This is a SVN patch request.

Type:
Bugfix

Problem:
In the standard link wizard and the RTE link and image dialogues, the 
tabs are not styled and the current tab is not highlighted.

Solution:
Use styles similar to those of the dynamic menu.

Perhaps someone from the skin team could review and improve this patch.
