Since when? AFAIK the problem is not related to IE but to the way ExtJS is handling that stuff.

Why? Like the meta tag that "fixes" the switch to compatibility this is just a workaround instead of a real fix.

No - fix the behaviour so that each supported version of IE does handle mouseenter / mouseout correctly.
