[TYPO3-core] RFC #13750: Bug: Several GIFBUILDER features broken for IM4, IM6 and GM

Hi,

as this is a very long thread, here are the latest patches (tests + 
patch) for trunk.

Main problem is the quoting on windows, which need to have complete 
quoted and command parts quoted, all with double quotes. This is needed 
for correct behaviour inside of php exec command.

This is different to Linux!

I tested this using windows and gm 1.1.7.
The tests are fine, but after the patch install tool is unable to detect 
GM anymore. So it introduces a new bug!!!

Tomorrow i will make further tests and debugs with Jigal to get this one 
fixed in core.
