[TYPO3-core] RFC: #15557: List module does not support language overlay tables

Problem:
The list module offers the possibility to show language country flags 
only to those tables, where the translations of the records are inside 
of the same table. If there however is a table using a language overlay 
table for the translations, then the list view does not offer its 
translation interface.

Solution:
Consider also the $TCA for a language overlay table.

Note:
I also did some small restructoring of the code into a function.
This feature is also implemented in the extension db_list. It partly has 
been implemented in the extension patch_tce.

How to test:
Add a page overlay table or install tt_products and use the table 
tt_prdoucts in the alternative language.

Please have a look on this patch. It will increase the flexibility to 
translations of database tables for TYPO3.
