[TYPO3-core] RFC #15611: Feature: Translations of CEs are immediately visible in FE

Problem:
When creating translations for Content Elements in the Live workspace 
the created content elements are visible (possibly with prefix 
[Translate to <language>] ).

Solution:
With the new setting
TCEMAIN.translateToHidden = 1
newly created (translated) content elements are set to hidden and can be 
made visible when the content is translated.

How to test:
Use the translate to feature to copy content elements from the default 
language to another language. Without the patch the elements are 
immediately visible in the FE, with the patch they are set to hidden.
