[TYPO3-core] RFC#13662: Bug: rsaauth doesn't work with special characters (like ä ü ö § ) in password

hey list,
this is a svn patch request,

Branches: 4.3, 4.4, trunk

Problem:
The JS Libaries RSA-auth uses are only of the first 127 ASCII chars.
Therefore ö ä ü § etc won't work.

Solution:
Since September 2009 the author of the lib provides an updated version 
which handles special chards correctly.
So just update the libary.

Even if they are a third party lib, I did not attach a Zip but a 
diff-file since it's only "a little bit text-files".

Note:
there is already a 13662 on this list, which should have been 13908, so 
please don't be confused...
