[TYPO3-core] RFC: #11395: Bugfix: TCAdefaults Page TSConfig won't effect for new element after ex. element

Problem:
TCAdefaults set in Page TSConfig don't have effect when creating a new 
element after an existing one - this happens due to negative id values 
in these cases which prevent proper PageTSConfig retrieval.

Solution:
The attached patch takes negative id values into account and retrieves 
the relevant PageTSConfig.

Additional information:
Having TCAdefaults in PageTSConfig is practically disabled due to this 
bug - therefore it would be great if this could be included into 4.3.
