[TYPO3-core] RFC: #11395: Bugfix: TCAdefaults Page TSConfig won't effect for new element after ex. element

After another review and some test there's a new version of the patch - 
that's basically what Ralf initially submitted just using t3lib_beFunc 
stuff.

Steffen had concerns regarding workspaces - within my tests everything 
worked fine for pages, tt_content and tt_news records.
