[TYPO3-core] IMPORTANT: SVN changes

I don't think it would be OT here, but I know that it's mainly a
convenience issue, and I'm not willing to have an endless discussion
about this.

The main reason was that it just happened to me yesterday that I fixed
SVN properties and committed them to a tag which was included by
svn:externals. Although it was my own fault, I would like to avoid that
this can happen again (without getting noticed).

Another point is that the SVN diff of TYPO3core now contains all
changes, including fixes in the external projects.

After all, it only affects the maintainer. Development teams of both
TYPO3core and also the affected extensions won't have to care about it.
