Since I am responsible for introducing this inconsistency back in the 
days of TYPO3 4.0, perhaps I should document here the motivation for 
moving the properties of the link to the top of the dialogue window.

In the case of the RTE, default values may be configured for each link 
property, including the link title property. The author should normally 
review these values and change them if necessary before setting the 
link. Having the properties at the bottom of the window hides them from 
the author's view. Also in the case of the RTE, additional fields may be 
configured for adding parameters to the link, or for entering directly 
the page id when the page tree is just too big. Again, having these 
properties at the bottom of the window does not seem appropriate.

When in update mode, it is probably also more practical to have the link 
properties in view when the window/tab opens.

Perhaps clicking on the tree should set the href property but not close 
the dialogue. Then usability experts could tell us where it would be 
best to position the tree relative to the link properties.

I also think that the file link tab should follow the same rules.

in TYPO3 4.3.
