+		if (begin != 0)
+			return null
--> please wrap it in curly braces here

+	document.getElementById('admPanel').onmousemove = admPanel_drag;
+	document.getElementById('admPanel').onmouseup = admPanel_dragstop;
--> please remove "getElementById(...)." and use just
document.onmousemove since it produces errors on drag&drop
