[TYPO3-core] RFC #11208: IDN Domain names handelt incorrectly in parts of the backend

Hey Johannes,

I want to test this, but it seems I need a IDN first ;-).

Maybe people could use the /etc/hosts file to simulate a IDN on a local 
machine.
