[TYPO3-core] RFC #11208: IDN Domain names handelt incorrectly in parts of the backend

hosts fails on my local mac and I didn't check up why. But the simple 
way is using an alias subdomain like xn--tst-qla.domain.tdl 
(täst.domain.tdl) Should not be so hard to set up :)
