[TYPO3-core] RFC Bug #9270: Editors can't undelete records in history

Hi,

this is a SVN patch request.

Problem:
When an editor tries to undelete a record in the history, he always
fails. The log gives following information: "Attempt to delete record
without delete-permissions. [ERROR: Record could not be fetched.]"

Solution:
Make the deleteRecord function that is used for undeleting (?!) aware
that it has to fetch deleted records too, if the corresponding flag is set.
