[TYPO3-core] RFC: #10017: [felogin] New Method for "forgotPassword"

Hi,

this issue is confusing for me and all others. Yes, Masi has done some 
changes in ext he sent me, but to get it transparent i will do that 
changes in a seperate RFC.

So this one stays as RFC as it is with the last patch.

As i want to fix all issues of felogin this week i would be glad if you 
support me and review/vote, thx.
