[TYPO3-core] FYI: Fixed bug #9338: htmlArea RTE: incorrect opening size of some dialogue windows

FYI: The attached SVN patch was committed.

Type:

Problem:
Some dialogue windows (table operations, findreplace, spellchecker, 
removeformat, emoticon and acronym) do not open with adequate opening 
dimensions, depending on browser (tested in FF2, FF3, IE6, IE7, Safari 
3.1, Opera 9.52, Google Chrome beta) and depending on localization 
(tested with Dutch, French, German and Russian). The result is annoying 
when window resizing is disabled by browser settings or otherwise. 
Resizing the window may also give incorrect results due to opening 
dimensions, particularly when the window contains floating elements.

Solution:
The attached patch modifies the opening size of a few dialogue windows.
It modifies the insert smiley window so that it get resized only after 
the images have been inserted.
It modifies the structure of the spacing fieldset of table properties 
because it behaved incorrectly with long wrapping labels.
It modifies a couple of rules of the default and t3skin htmlarea 
stylesheets in order to improve the rendering of some windows, 
especially when they contain floating fieldsets.
