[TYPO3-core] RFC: #8623: Shortcut mode also to the parent page

while we're at it:

1. we need to make sure that this is the only place where the 
distinction of the shortcut types is made in the core. (grep?)

2. IIRC currently in the TCEforms the "Shortcut" selectbox where to 
select a custom selectbox has the size of 4 or 5. I think we can go down 
to "size=1" and "maxitems=1" and "minitems=1", or is there any way in 
the core functionality to use more than one shortcut somewhere?
